I don't see any possibility of separating "Municipal" and non Municipal affairs in Hong Kong. It is an old question to which nobody has ever found a solution. My own idea is that what is wrong with Crown Colony Government can usually be set right by a system of Grand Committees of Council in which un- officials are the majority. This is practically what I did in Ceylon by means of using the Finance Committee for all sorts of business and I have advised Sir 7. Manning to include an extension of the system in his reform scheme.

I should like to have time to look round before suggesting anything in Hong Kong and would suggest that the despatch should be as indefinite us possible. I think the draft as altered in red would
